Attorney Halil Öztürk , a member of parliament for Kırıkkale and a member of the Turkish Grand National Assembly's Justice Commission, has submitted a bill to the Turkish Grand National Assembly to prevent the misuse of artificial intelligence. The bill, signed by Öztürk, includes provisions such as clarifying the legal framework of AI systems, clearly defining the responsibilities of users and developers, removing content that violates personal rights and threatens public safety within six hours, banning discriminatory datasets, and granting the Information and Communication Technologies Authority (BTK) emergency intervention authority in situations that threaten election security.
The bill also mandates that deepfake content generated using AI be explicitly labeled "generated by AI." The draft law also proposes fines of up to 10 million Turkish Lira and access bans for content providers and developers who violate these obligations.
Öztürk stated that the rapid increase in the use of artificial intelligence programs has created legal gaps, threatening public safety and individual rights. Öztürk said, "With the prepared proposal, the concept of artificial intelligence is clearly defined for the first time. Individuals who give commands to artificial intelligence that constitute a crime are considered direct perpetrators and fall under Article 125 of the Turkish Penal Code. Furthermore, content that violates individual rights or threatens public safety must be removed within six hours; otherwise, access is blocked."

Öztürk stated, "Today, a nation's security is no longer shaped solely by its borders, army, or economy; it is also shaped by its presence in the digital world. Cyberattacks, digital manipulations, fake news, and perception management operations are new threats that target the will of the nation, overshadow electoral processes, and undermine public order. It must not be forgotten that societies that cannot master, direct, or oversee artificial intelligence will become captives of this technology. With this proposal, we are saying: let's not allow manipulation through technology."
Öztürk stated that the bill is not just a legal document but also a commitment to Turkey's digital independence, saying, "This bill is not just a legal document but also a commitment to Turkey's digital independence.
